WasteDataFlow has been developed around a core set of questions (core dataset) that collect essential
information on municipal waste collection and management. The core dataset at the heart of WasteDataFlow has
been agreed by Defra, the Environment Agency (England & Wales), Welsh Assembly Government, DOENI, NIEHS,
the Scottish Executive and SEPA with inputs from LGA, GLA, CapitalWasteFacts, WRAP, CIWM and others.
It accommodates the Monitoring Authorities' mandate to monitor progress against Article 5 of the Landfill Directive.
The national Core Dataset is applicable to all Unitary Authorities (UAs), Waste Collection Authorities (WCAs) and Waste Disposal Authorities (WDAs).
The system also accommodates collection of supplementary data by devolved
governments, as pilots for the rest of the UK or to meet specific country
objectives.
Input of key quantitative data is required quarterly - to monitor more
effectively progress towards national and EU targets and to prime the
management tools provided back to local authorities for data analysis and
performance benchmarking. Qualitative information can be updated on an ad-hoc
basis as change is implemented and reviewed annually.
England
The Department for Environment, Food and Rural Affairs (Defra) needs a
comprehensive picture of municipal waste management in England to monitor
progress towards national and local targets, to enable the UK to meet
international reporting obligations and to guide government policy. Until 2004
data were collected through Defra's annual Municipal Waste Management Survey but there was an
urgent need for more timely and frequent information including the requirements
for monitoring progress against Article 5 of the EU Landfill Directive to be
undertaken by the Environment Agency.
WasteDataFlow provides an easy-to-use method of collecting the necessary data.
DEFRA hope it will also assist with managing local data needs for reporting and
strategic planning purposes and allow councils to benchmark their performance
across other similar authorities.
The Environment Agency has recently issued clarification of the timescales for the
completion of WasteDataFlow returns. The key being that authorities in England
will only receive a final reconciliation figure if their data is at level 35 by the due date.

National Indicators Guidance, England
Following the publication of CLG’s technical definitions of the new National Indicators for waste under the new
local government performance framework, Defra have produced a detailed guidance document for how these indicators
will be calculated from data entered into WasteDataFlow.

Some additional reporting guidance to help authorities in completing key WDF questions is also available.
 WDF NI Guidance for Questions
The annual NIs will be provided from WDF to CLG by Defra at the end of the reporting year in line with CLG and Audit
Commission requirements. Once data are validated, they will also be available in reports run from WDF.
To help local authorities and other stakeholders in assessing likely levels of performance under the new framework
and to see what historic performance on these indicators could have been, the waste statistics team at Defra have
compiled estimates of each NI for each local authority in England based on BVPI and WDF data returns for 2002/3 to 2006/7.
It is important to note that these are best estimates based on available data at the national level. It is possible that
applying the detailed calculation methodology for WDF for 2008/9 retrospectively to historical data held by local authorities
may lead to different results.
Defra do not intend to use these historic data in any performance assessment of local authorities.
The BVPI regime will continue to be in place up to and including 2007/8 reporting.

Wales
In 2004 there was a significant changes to the way that municipal
waste data was collected in Wales. This arose out of the need, identified by
local government officers, for a single comprehensive data return to replace
the plethora of surveys in use at the time.
Apart from the traditional municipal waste data requirements there were
additional demands on municipal waste data, including EU Directive compliance monitoring -
particularly the Landfill Allowance Scheme to implement Article 5 of the
Landfill Directive.
The Welsh Assembly Government has been a partner in the CIWM (EB) project to
produce a single municipal wastes data collection system - WasteDataFlow. This
system is also intended to be the tool that the Environment Agency will use for
monitoring the Landfill Allowance Scheme.
WasteDataFlow went operational in April 2004. It is a web-based system and requires weight
based data to be entered quarterly (and in Wales to be completed within one month of the end of each quarter).
Financial information will be sought annually,
following the production of revenue outturns in September of each year.
All local authorities in Wales started collecting the data required by the system
on 1 January 2004 (Welsh authorities have successfully achieved a 100% return rate since WasteDataFlow commenced).

Northern Ireland
The Environment and Heritage Service (EHS), an agency within the Department of
the Environment (NI), is responsible for the implementation of waste management
policy in Northern Ireland to meet UK and EU obligations. The EHS is
responsible for the collection of data to assess progress towards achieving UK
and Northern Ireland Waste Management Strategy targets, to meet the reporting
requirements of EU Directives, the Department and other UK legislation and to
inform policy.
From the beginning of 2003, the three sub-regional waste management planning
groups have reported quarterly municipal waste data (by group and
District Council) to EHS, in accordance with the Municipal Waste Data
Monitoring and Reporting Interim Guidelines. However since April 2005, following a 6 month pilot scheme, all
26 district councils have moved to reporting their municipal waste data through WasteDataFlow.
The WasteDataFlow system provides an easy-to-use input tool for the core
dataset and reporting and benchmarking functions for local authorities to use
for local planning and performance assessment.
Data reporting officers with responsibility for data management
will be kept updated about the progress of the WasteDataFlow system and final
guidelines by EHS, and the Data Reporting and Monitoring Taskforce
representatives.

Scotland
Scottish local authorities
officially started using the system in April 2006. This followed a pilot
quarter where local authorities were asked to complete data returns in both
WasteDataFlow and by using the old reporting return in order to compare the two
and allow for a smooth transition.
